ORD/MDW 14R/14L/13C Configuration Planning Procedure

a) An event planning telcon will be initiated by the ATCSCC (West NTMO or traffic management specialist) to explore alternate airport configurations at ORD and MDW.  The telcon will include ORD ATCT, C90, MDW ATC, ZAU and the airlines.  (NOTE: ATA has provided the following list of possible conferees: AAL, AMT, COA, DAL, NWA, SWA, TRS, TWA, UAL).  During this conference call, alternatives to the ORD runway 14R/14L and MDW runway 13C configuration will be explored.

b) If no alternatives are found to the 14R/14L/13C configuration, the ATCSCC specialist will review all input regarding the need for a ground delay program, collaboratively establish the event gameplan, and communicate plan to all participants.

c) If a ground delay program is required, the ATCSCC specialist will utilize the following table, coordinate with C90 and ZAU, and establish the ground delay program rate:

d) If volume or weather conditions require C90/ZAU to hold MDW and/or ORD arrivals, C90/ZAU will coordinate the holding information with the ATCSCC specialist as soon as possible.

e) The ATCSCC will be responsible for communicating MDW/ORD airborne holding information with the airlines.
